Background

Government PWRegs introduced PRNs as a tradeable Secondary Commodity required by industry to meet obligations under this legislation. These regulations work on the principle of collective producer responsibility for environmental impact.

PRNs are issued on behalf of the Environment Agencies by one of the re-processors or exporters (PERN) accredited by them. Obligated companies then go into the market to purchase the number of notes required for compliance. This creates a market driven subsidy paid for by those businesses affected by this regulation. This acts to financially incentivise recovery and recycling operations.

Under PWRegs the packaging chain is divided into 4 activities each with a different percentage responsibility:

1. Raw material manufacturer 6%
2. Converter 9%
3. Packer / filler 37%
4. Seller 48%

Does this apply to me?

A company falls under this legislation if they:

• Have a turnover of more than £2 million.
• Handle more than 50 tonnes of packaging in the previous calendar year.
